Cities and towns are rife with criminality. Theft, arson, and worse threaten to undermine the foundations of society. Into the chaos strides the town guard. Decked out in the heaviest arms and armor, these selfless defenders are often all that stands between civilization and lawlessness.

Recently, a rash of bizarre crimes has gripped Barrowgate’s River District. Some ghostly force has been burgling homes and assaulting citizens, and just last night, a prominent merchant was found dead, floating in a canal. The Town Guard is pursuing all leads but is at a loss. They are seeking a bold band of adventurers to aid them in apprehending what has become known as the Rotterdam Wraith.
